Evaluation at the departmental level: Review of a pilot project. Report on a
meeting of project participants
Summary
In 1996 the Council of Austrian University Presidents commissioned an evaluation
of nine departments belonging to Austria's three medical schools. In October
1998, many of the principals involved in this evaluation project met to exchange
their experiences. The discussion focussed on the three stages of the project:
the preparation of a selfstudy by each department, the on-site peer review of
each department by an external panel of university professors from the
Netherlands, and the final evaluation report on each department prepared by the
review panel.
Despite the enormous efforts involved in preparing the self-studies,
participants agreed that this was the most valuable part of the project. The
documentation of the current situation, identification of weaknesses, and
establishment of a benchmark for future evaluations fully justified the effort
expended. The peer review and final evaluation reports were less useful as they
did not adequately address the self-studies. Several recommendations were made
to the Council of Austrian University Presidents about how this process can be
improved in future.
