Five Problems Observed in Evaluation Procedures

Summary

The article deals with five problems observed in evaluation procedures. First, the aims of evaluation; a distinction is proposed between the purposes of the evaluation itself on the one hand, and the aims as well as the functions of the object of evaluation on the other. Furthermore, institutionalized evaluation procedures produce (perhaps inevitably) rigid schemes for evaluation and ­ as a reaction of the people concerned ­ a routinized handling of the evaluation. Another problem consists in the bias that the underlyling intentions and purposes for the evaluation bring about in the design and the methods as well as in the results of the evaluation. Refusal to communicate or the use of different modes of communication regarding the evaluation also influence the whole process and the results of the evaluation. If the aim of evaluation is to attain goals that are accepted by all persons involved, an open "communicative evaluation" should lead to best outcomes .
