The Necessity of Austrian University Reform from a Natural Science Point of View
Summary
Because of increasing evidence of problems
resulting from previous structural
changes a new arrangement and improvement
of present staff and management
structures has become indispensable.
Besides teaching and staff- and
research-organisation the management
must be reconstructed totally.
Especially we need again responsibilities
based on performance, not allowing
preferences for unjust interests
because of proportional voting options.
Setting up autonomous administration
units is a chance to survive in
international competition and to guide
Austrian universities to the top of the
world. Autonomy must not result in
stepping back of the state from joint
responsibilities - neither with respect
to stuff nor to finances.
