Summary
Only since 1.1.2000 a new organizational
law is in force at the University of
Applied Arts; it is characterized by unique
responsibilities and by a relatively
high degree of autonomy for the university.
This law is not yet in full operation
and the government is not willing
to improve it by appropriate means,
but prepares to replace it by a totally
new law. The consequences of these
changes are partly in contradiction
with the alleged goal of extending autonomy
and are in relation with ongoing
attempts for budget stabilization. There
is no question about actual shortcomings
of the present system, but at least
now a full reform will do harm to universities
instead of being helpful. An
alternative to a total change could be
testing new budgetary regulations; 'extended
partly legal capacity' could be
a valuable replacement for risky privatization.
