Autonomy for Institutions of Higher Education - Can an Organisational Reform (also) be Justified from a Pedagogic Point of View?
Summary
In recent centuries universities have
changed from medieval teaching-corporations
to state-run study-enterprises.
At least since Austria sees itself as part
of Europian Union, it is also confronted
by changes for education and university
politics. Thus Austrian universities are
engaged in a reform-debate about ‘contracting
out' to private sectors, developing
competition and increasing autonomy.
The justification is mainly drawn
from organisational theory and practice
and from analysis of educational politics,
only to a lesser extent the core, the
idea of universities is the subject.
In this contribution therefore the question
is analyzed, whether a request for
(more) autonomy for universities can
be justified (also) by educational considerations.
