Universities Caught between Public Administration and Economy. New Public Management as Reform Paradigm
Summary
In the context of the vast amount of
reform projects for universities New
Public Management forms a basic theory,
incorporating traditional terms with
ideological contents. Frequently these
key features are used in a paradigmatic
way, nevertheless leading to a deep routing
shift of governmental power. Besides
Global budgets, Contracting Out,
Personal Management, and Performance
Contracting, Market and Market
Type Mechanisms are of mandatory
importance, although only unprecise
features are presented. A realistic evaluation
leads to universities, replacing
democratic self-regulation by structures
similar to private companies and increasing
intermendling with economy.
