The Evolution of an European Stage for Higher Education Caused by the Policy of the European Union
Summary
The article describes the higher educa-tion
policy of the European Union and
tries to analyse some of the impacts.
The first part deals with the historical
development of European higher education
policy, starting with the first
intergovernmental cooperations, continuing
with the increase of competences
for the European Union and culminating
with the institutionalisation of
higher education policy on an European
level by the Maastricht Treaties.
The second part gives a more detailed
description of the different European
programme schemes for education. The
third part analyses the value of these
programmes from the point of view of
four different actors: the students, the
education institutions, the member states
and the European Union.
