Summary
The university reform tends to select
top scientists by methods derived from
management neglecting the creative
effect of communication. Researchers
produce cognitive knowledge while
market economy requires commercialization
of products. The financial
autonomy of the university as a main
aim of governmental university politics
leads to a dependence of science on
economy if not counterbalanced by a
strong confidence of the university and
insistence on general academic rules.
