Observations on Political and Economic Factors in the Finance of Higher Education

Summary

The concepts of higher education financing discussed in the literature have changed since the 60ies. This article explains the reasons for the imposition of market oriented concepts, which schedule a financial contribution of the demanders of higher education. The effects of distribution of the public higher education financing are also treated in this article. The higher income classes consume more public expenditures for higher education than other public expenditures.
