Distribution Effects of Public Financing in Higher Education Institutions
Summary
In the discussion about study fees the effects of the distribution of public higher education financing play an important role. This article debates critically the theses that public expenditures for higher education have a regressive effect. Data from the distribution study of the WIFO show that the lowest income class (the lowest third) consumes more public expenditures for higher education than it finances through taxes.
