The article describes the introduction of the project Human
Resource Development (HRD) at the University of Vienna by
using the systematic and evolutionary model of Organizational Development.
After the presenting of a common Human Resource development basis,
the situation was clarified by applying related educational needs
analysis from varying institutions. A HRD-definition not commonly
associated with a university environment (academic and non-academic
colleagues as well as lecturers) will highlight the uniqueness of
this concept. HRD is being explored in three dimensions at the University
of Vienna:the classical method of education and continual
education, initiatives based on demand and resourcefulness as well
as strategic projects with special emphasis. Within the conceptual
framework, faculty and employees attend HRD events during working
hours and are not asked to sacrifice his/her own time to attend
outside of working hours. At the University of Vienna these courses
are offered to employees free of charge. The goal of the organizational
phase models is for participants to eventually view internal courses
in Human Resource development as normal and no longer
as a special project .
