Towards the Reform of University Funding in the Netherlands and the United Kingdom
Summary
In all OECD countries, the 80ies and 90ies have been a period of substantial change in the relationship between governments and higher educations institutions. This was fueled by the intention of governments to control the increasing public expenditure for higher education and to impose higher cost efficiency. Two case studies (the Netherlands and the United Kingdom) are discussed in more detail. The conclusion of the paper is that many European countries are moving towards the American pattern of market orientation in higher education.
